The organisers and the International Scientific Committee of the One Ocean Science Congress (Nice, 3–6 June 2025; https://one-ocean-science-2025.org) invite congress participants to endorse the following manifesto, which will be forwarded to delegates of the 2025 United Nations Ocean Conference (Nice, 9–13 June 2025).

Act now where science is clear

The evidence is overwhelming. Inaction is indefensible.

• End harmful subsidies
• Phase out fossil fuel use
• Fully and permanently protect at least 30% of the ocean
• End illegal, unregulated and unreported fishing and ensure fair, safe working conditions at sea
